Report of the Secretary-General's High-level Panel
Development leads to security? That is one of the points of the report. Nothing new, and not always true. Pardon me if I make a comment that's too hasty, as I have only finished reading the executive summary, maybe I'll tackle the full report soon. Reform of the Security Council is more interesting, with possible removal of veto powers, but only to be decided by 2020.
